2024 Municipal Solid Waste Management Plan

An update to the ten-year Municipal Solid Waste Management Plan (SWMP) for the South Central Counties Solid Waste Agency (SCCSWA) was completed in 2024.  The Plan was adopted by the Huntingdon County Commissioners on January 11, 2022.  Following extensive revisions related to a substantial Plan revision, the revised Plan was adopted by the Commissioners on June 4, 2024.  Submission for DEP approval followed a 90-day municipal review and ratification period that ended September 12, 2024. During this period, each municipality was given the opportunity to review the SWMP, provide comments and submit a Ratification Response Form, or a letter on municipal letterhead, providing approval of the Final Plan.

The Plan was ratified by the Huntingdon County Commissioners in coordination with the Huntingdon County Planning Department, the South Central Counties Solid Waste Agency (SCCSWA), and the Project Consultant (Barton & Loguidice, D.P.C.). The Plan update was reviewed and approved by PA DEP on October 18, 2024.  The Plan includes the use of any duly state-permitted facility for municipal waste handling and disposal.  The SCCSWA anticipates contracting with seven (7) disposal facilities (all of which are anticipated to be under contract with the County before the end of 2024) and five (5) transfer stations for waste disposal capacity assurance and accurate reporting of waste and recycling volumes.  Opportunities to enhance and support the current waste and recycling management system in the Region are located in Chapter 5 of the Plan Update.

Municipal Review and Ratification


The 90-day review and ratification period ended September 12, 2024. 28 Huntingdon County municipalities, 16 Bedford County municipalities and 9 Fulton County municipalities submitted official ratification forms.  Municipalities that did not formally adopt the Pan, but did not officially decline were deemed to have approved the Plan.
