Richard took office as Huntingdon County Treasurer in 1996.  The office of Treasurer was created under Article 9, Section 4 of the Constitution of the Commonwealth of Pennsylvania and is a four year term.  During his elected years as Huntingdon County Treasurer he also serves as the Huntingdon County Tax Claim Director.  The Tax Claim Bureau was created under guidelines established in Act 542 of 1947.  Rich also serves on the Board of Directors for the Centre for Community Services.  He graduated from Juniata Valley High School and then went to Indiana University of Pennsylvania and received a B.S. in accounting.  Rich is a member of the Huntingdon County United Way and he resides in Spruce Creek Township.
