Planning and Development Staff
James P. Lettiere, AICP, Planning Director
Joined the Planning and Development Department in March of 2020. He is a graduate of the Pennsylvania State University, with a Bachelor’s Degree in Public Service/Urban Planning and Management and a member of the American Institute of Certified Planners (AICP). Mr. Lettiere has been certified throughout the state, to teach courses in Subdivision and Land Development Review, the Course in Community Planning, the Course in Zoning and the Course in Zoning Administration, through the Pennsylvania Municipal Planning Education Institute (PMPEI). He was recently appointed as a Board of Director member to the PMPEI, through the Pennsylvania Planning Association (PPA) in August 2017. He has over 26 years’ experience in the community development, grant management and planning fields. He is responsible for the overall administration of the County’s Planning and Development Department that includes administration of the Community Development Block Grant Program, coordination with the Huntingdon County Planning Commission, staff supervision and the formulation and implementation of various plans and projects.
Stacia-Fe Gillen, Community Development Administrator
Joined the Planning and Development Department in January of 2020. She is a graduate of Allegheny College with a B.S. in Environmental Science. She has worked for both private and public companies in the environmental field, including at the Huntingdon County Conservation District as their Watershed Specialist. Her duties include grant writing and grant administration of Community Development Block Grant (CDBG) funding for three entitlement communities. Additional grant administration duties include projects funded through the CDBG Competitive Program and a variety of State and Federal Grant programs.
Taylor Pollicino, Community Development Assistant
Joined the Planning and Development Department in December of 2015. She graduated from DuBois Business College with Associates Degrees in Business Management and Accounting. She is responsible for all fiscal record keeping and accounting for numerous State and Federal Grant Programs.
Laurie Nearhood, Office Manager/Secretary
Joined the Planning and Development Department in 1994. In 1993, she received a Legal Secretarial Certificate from the Huntingdon Area School District Post Secondary Legal Secretarial Certificate Program. Her primary duties include record keeping, meeting coordination, minute taking, word processing, data management, web site maintenance and office management.
